Bayh's Resignation Sends A Message

Senator Evan Bayh's admission this week that he will not seek another term in the Senate was shocking. But more than shocking, it sent a message that most of the American people already know: Congress is dysfunctional. Bayh - a moderate liberal - says he is frustrated that nothing seems to be able to get done and that compromise just isn't in the vocabulary of most elected officials.
