A white, blond haired woman in Pennsylvania was arrested in October for allegedly attempting to recruit Americans to be terrorists for Al Qaeda. This causes a lot of alarms, not the least of which being the idea that others might be recruited that act and look just like her which will make profiling all that much harder.
