Limiting Compassion to the Homeless

The City of Gainesville, FL has put a limit to the number of homeless people you can serve and the areas of town where you can serve them. On the one hand I get the need to protect business image. Women and children do not usually feel comfortable going to establishment where they fear their safety due to unstable people. But compassion shouldn't have a limit.
