Retiring The R-Word

NJ Governor signed legislation essentially banning the word retarded from any public use. Although of course freedom of speech still protects your ability to say it. So I have to ask, what really is the reason for banning a word. It never works. And frankly, even if it did, it would only breed a new word that would then in theory have to be banned.
