Congress Bans Retarded

NJ did it about a month ago. Now the Feds have gotten involved. A bill before Congress is attempting to remove all forms of Mentally Retarded from official books and documents and replace it with intellectual disability. Banning words never works and frankly, this really isn't what Congress needs to be concerned with.
