Bullying A Federal Crime?

Apparently the Department of Education is jumping in on the bullying topic threatening schools with legal action if they can't prove they are taking bullying serious at their school. Are you kidding me? Bullying has been around for years. And bullying is ultimately a parenting issue, not a federal crime.
