Gates and Obama are encouraging Congress to repeal Don't Ask Don't Tell by the year's end. I am sure trying to rush through the repeal before the Republican House takes seat in January. All this really is is pandering to the their base. Obama knows this won't get repealed by then. He just wants to be able to say in 2 years he did his best.
