Parents Handcuff Kid For Shoplifting Punishment

Some parents were apparently angry enough at their son for shoplifting that they sentenced him to his room for three weeks. On the third week he threatened to runaway so their brilliant idea: handcuff him to the chair during the day and the bed at night. Are you kidding me?!? I don't see how the local authorities are not bringing up child abuse charges against these parents.
