A 5 Year Old is Not a Murderer

A 5 year old girl is being investigated in a homicide in Kansas City. She recently pushed her 18 month old cousin underwater and drowned him because she got tired of his crying. 5 year olds cannot commit murder. A 5 year old simply does not have the brain function or capacity to comprehend life and death, finality, or the consequences of an action. She needs help to have a chance at the rest of her life not homicide investigations to potentially convict her.
