Fred Quigley, 77, wants to erect a 15' flag pole in his front yard against the wishes of his homeowners' association outside Cleveland, Ohio. Fred is a Vietnam and Korea war vet. His service and passion are admirable, but his act is fundamentally selfish and wrong.
