Forgiveness: Michael Vick vs. Pete Rose

Michael Vick was recently reinstated to the NFL. There has been some talk of removing Pete Rose's lifetime ban to Major League Baseball. Despite the heinousness of Vick's former crimes, he genuinely seems remorseful about his actions in addition serving time in prison for them. Rose, on the other hand, remains defiant and unapologetic about his past participation in professional sports gambling. This makes me wonder: who would you forgive first and why? Are there different standards of forgiveness for different crimes? What must one do to earn forgiveness and are there actions that one simply cannot ever be forgiven of?
