Packing Up From Gitmo to Illinois

It was announced this week that most of the worst prisoners at Gitmo are getting moved to a "beyond Super-max" prison in Illinois. This has controversy all over it. What was wrong with Gitmo? Why did Illinois get it over Michigan? What purpose does this serve?
